A Meta-Scheduler for a BioMedical Grid Environment.

Description
The Meta-Scheduler should address the following features : (Priority goes down with the ordering of features!)
- Make use of Grid dynamic information (i.e. NWS, inGRD, etc)
- Effective 'mapping' of requirements to resources (i.e. No resources wasted)
- Flexible scheduling model (e.g. Different scheduling model for master-slave, coarse/fine grained computations, etc)
- Enables Policy based Scheduling decisions (e.g. More computation privilege given to scientist)
- Accounting/Usage Records (e.g. who use what and for how long)
- Load Balancing (i.e. effective use of available resources)
- Integration to OGSA architecture
